RULE AMENDMENTS FOR 2017

 

 

League rules in full

 

There were 26 rule changes approved at the 2016 annual meeting. A selection of these will come into force for the first time on the opening day of the season. To assist clubs, players and spectators we have produced a simple guide to the most significant ones.

LEAGUE POINTS
Among the most significant changes to be passed was an amendment to the bonus points systems which enables teams who bowl the opposition out cheaply to achieve the maximum 20 points.The team batting second is assumed to gain five points but will lose one for every two wickets they lose. If they bowl out their opponents for less that 124 and knock off the runs losing no more than one wicket, they will pocket the full 20 points, in contrast to the 15 they would have earned previously.The maximum points any team can earn remains 20.
Points shall be awarded as follows:
Win 10  points + bonus points
Tie 5 points + bonus points
Loss 0 points + bonus points
Abandoned / No Play 3 points + bonus points
Bonus points shall be awarded as follows :-
Batting first – 1 point for scoring 125 runs, plus, 1 point for every 25 runs scored over 125 ( max. 5 batting bonus points.)
Bowling One point for every two wickets taken. If a team plays short or a batsman is unavailable and is all out then maximum bowling points will be awarded.
A side batting second and winning shall provisionally be awarded 5 batting points but one of these allocated points will be deducted for each two wickets lost, however they will gain a point at 125 runs and each 25 runs up to and including 200 however they can only obtain a maximum of five batting bonus points in the innings. CHOICE OF INNINGS
The away team will have choice of bowling first or asking for a toss to determine choice of innings. A pre-match meeting must take place with the umpires, captains and scorers on the pitch prior to play will take place. If required the toss will be conducted in view of the umpires..

LENGTH OF MATCHES
A first team match shall consist of a maximum of 100 overs and each side shall bat a maximum of 50 (6 ball) overs,
Second team matches will be as follows: Premier - maximum of 100 overs and each side shall bat a maximum of 50 overs,
Championship - maximum of 90 overs and each side shall bat a maximum of 45 overs, Conference - maximum of 80 overs and each side shall bat a maximum of 40 overs except as provided for in rule 30 and rule 31.

NON TRANSFERENCE OF OVERS
For all matches: If the side batting first is dismissed, or declares its innings closed, before the end of its allotted number of overs, the side batting second shall NOT receive the balance of overs. 

DUCKWORTH LEWIS
The Management Board have ruled that this will only be implemented in 2017 for Premier Division first team games. All clubs in the Premier Division must have a printer available at the ground to print off Duckworth Lewis sheets. 20 overs are required in the second innings to achieve a result.

WEATHER DELAYED STARTS
Where the start of the match is delayed overs will be deducted at one for every three minutes lost. The number of overs lost will be deducted from the total match overs and the balance split equally between the two teams. If the number of overs lost is an odd number it must be rounded up. Example: Delay 39 minutes overs lost 13 so the match will be a 43 overs a side contest. A match cannot commence if 60 overs have been lost due to adverse weather conditions.

STOPPAGES
For Premier Division First teams only:
Once the game is under way there is a cumulative allowance of 30 minutes for stoppages for rain or bad light when no overs will be deducted. Once the cumulative total of 30 minutes has been reached then the Duckworth Lewis Stern method will be used to calculate the result. A minimum of 20 overs must be bowled in the second innings to constitute a result.

For all other matches:: once the game is under way there is an allowance of 30 minutes for stoppages for rain or bad light when no overs will be deducted. Once the cumulative total of 30 minutes has been reached overs will start to be deducted at the rate of one for every three minutes. Example: Delays of 12 minutes, 13minutes and 17 minutes means stoppages total 42 minutes -30 minute allowance =12 minutes four overs will be deducted. No overs shall be deducted during the tea interval but any stoppage before the interval shall be added on to any stoppage after the interval should the same team be batting. If the stoppage is for sun, no overs shall be deducted however long the stoppage. The Umpires shall remain on the field of play during the stoppage.
In a match which has commenced play and is then affected by the weather, providing the second side batting receives an equal number of overs or more than the side batting first and providing that a minimum number of 40 overs are available when the match commences a ten point win can be achieved.
Where there is an imbalance of overs in favour of the side batting first, the ten points for a win can only be awarded if they bowl out their opponents or if their score is beaten by the side batting second. Where scores finish level, the match is tied, and each side will receive five points plus any bonus points. In all other circumstances the match is considered “ abandoned or incomplete ” and three points will be awarded to each side together with any bonus points accrue

FAILURE T0 FULFILL FIXTURES
Any club failing to fulfil league fixtures shall be penalised 20 points against both their first and second teams and fined £50 per offence. They must also pay any costs incurred by their opponents. Their opponents will automatically receive 10 match points 3 batting and 4 bowling points.

CANCELLATION OF MATCHES
Matches may be cancelled up to 3 hours prior to the scheduled start time provided that both clubs are in agreement. If this is the case the home club must email cancellations@bradfordcl.com copying in the visiting club prior to this time detailing the cancellation. The email must include the name of the person at the away club who has agreed to this cancel

TRANSFER OF PLAYERS
No transfers between clubs within the league may take place for players who have played first team cricket during the current season. Transfers for second team cricketers and players from outside the league are allowed up to July 31 in any season. Players may only transfer once in any season. A player from another club within the league or from another league shall not play with any league club until the necessary YCB transfer form has been deposited with the Admin Executive and the transfer approved. All transfers after the commencement of the season shall be subject to an administration fee of £20.

OVER RATES
First Teams (all divisions) and Second Teams Premier Division: 50 overs MUST be bowled in
3hours 10 minutes (playing time)
Second Teams Championship One and Two: 45 overs MUST be bowled in 2hrs 51min.
Second Teams Conference: 40 overs MUST be bowled in 2hrs 32 mins.
When the start of a match is delayed the ‘target times’ will be reduced as required. Once the game has commenced & further stoppages occur the ‘target times’ will not be affected. Similarly, any game which does start on time and is then interrupted by weather the ‘target time’ of 3hrs 10 mins. remains unaffected.
Failure to achieve the target time will result in 1 point being deducted from the fielding side for the 1st occasion; 2 points for the 2nd occasion; 3 points for the 3rd occasion and so on and so forth.
Umpires MUST inform the offending team's captain that they have failed to bowl their overs in the allowed time and report as such on their match report.
